CTV and programmatic advertising: planning reach, frequency and measurement

A guide to evaluating connected TV inventory, managing frequency and measuring reach and outcomes without treating CTV like ordinary digital video.

Media team reviewing reach, frequency and device paths for a connected TV campaign

CTV is not simply a larger digital video placement

Connected TV includes smart TVs, streaming devices, gaming consoles and set-top boxes that deliver content over the internet. Its screen, viewing context and shared audiences resemble television, while its buying systems, signals and targeting options come from digital media.

That combination deserves its own brief. Define the channel's role before discussing platforms: add reach beyond linear TV, reach relevant households, sustain consideration or contribute to an action on another device. A campaign built only around completed views will struggle to explain whether the investment created business value.

Evaluate inventory, supply and audience definitions

Ask for reporting by app or publisher, device, country, buying method and format. Understand which intermediaries sit between buyer and seller. IAB Tech Lab standards help organize identifiers, delivery and verification, but they do not replace commercial review.

  • Inventory: app, content, device and geography.
  • Supply: authorized seller, intermediaries and observable fees.
  • Quality: valid playback, player signals, fraud and brand safety.
  • Experience: duration, ad load and fit with the viewing moment.

One screen can serve several viewers, so impressions, devices, households and people are not interchangeable. Document how each provider estimates reach and co-viewing.

Manage frequency across the media plan

Set a target frequency and alert thresholds for each period. Review the distribution, not just the average: an acceptable mean can hide overexposed households and others reached once. Do not add platform reports as though they represented deduplicated audiences.

When CTV runs alongside mobile video, display or linear television, use compatible cross-media reach studies or tools when scale and budget justify them. Align creative rotation with the expected number of exposures so frequency management also protects the viewing experience.

Measure outcomes without forcing a last-click story

CTV rarely produces a click on the television. A plan can combine reach, video completion, branded search, later site visits, cross-device conversions, memorable codes, lift studies and geographic experiments. The right mix depends on the objective, budget and regional availability of each tool.

Define observation windows and a baseline before launch. Keep platform-attributed conversions, analytics outcomes and experimental evidence separate. Without a comparable control or causal design, describe the relationship as contribution rather than sales caused exclusively by CTV.

CTV campaign approval checklist

  1. Business objective and audience.
  2. Markets, devices, apps and formats.
  3. Quality, exclusion and brand-safety criteria.
  4. Frequency target and cross-channel coordination.
  5. Reach, co-viewing and deduplication methodology.
  6. Outcome events and attribution limits.
  7. Optimization cadence and owners.

CTV's advantage comes from pairing audiovisual storytelling with accountable buying and measurement that reflects what can actually be observed.
